Creates a new organization (Cloud plan) and its first user (role: owner) in a single atomic database transaction.

Returns a JWT session token valid for 1 hour.

Password rules: min 8, max 72 characters · at least 1 uppercase · 1 number · 1 special character

Consent: terms_accepted must be true — the caller must have shown the user the Terms of Service and Privacy Policy and gotten explicit agreement before calling this endpoint.

Rate limited: 10 requests per IP per 15 minutes.
